My brothers (twins) were Eddy Haskell clones. They adored Leave it to Beaver just for Eddy's antics. They learned well and then applied their lessons to me. 'Boys will be boys', 'Hurting you just means they like you', 'You are too sensitive', 'You just need to let it roll off you. If they don't get a reaction they'll stop doing it.' These were the only reactions I got from my mother when I complained. I learned not to complain. I don't love 'Leave it to Beaver'. Too many painful memories. I'm grown-up now, a therapist myself and no, I don't have a relationship with either of my brothers. It's better that way. Your description was compellingly on the spot.
