Here you are again. Freedom of speech does not mean freedom to say (and do) whatever you want, whenever you want to, to whomever you wish to regardless of THEIR wishes. This man violated these girls' privacy (nothwithstanding that they were on a public beach) which is part of the civil liberties guarantees. He also harrassed them - continued to talk to them when they'd clearly said 'go away!' Harrassment is illegal. When someone says 'I no longer wish to hear you' you stop or you are violating THEIR rights. Your right to free speech does NOT supercede their right to freedom from hearing you. It is NOT an 'American thing' to be a jerk and get away with it citing 'Freedom of Speech!' I suggest you read the laws that have been formulated out of our First Amendment rights. You might learn something. And no, I don't want to hear back from you so don't bother.
